CONSTITUTION AND BY-LAWS OF THE

CHESTERFIELD TOWNSHIP ATHLETIC ASSOCIATION 

I.          NAME.

            The name of this organization is Chesterfield Township Athletic Association (CTAA). 

II.            PURPOSE.

            The purpose of the CTAA is to provide fun, safe and affordable recreational athletic opportunities for the children of Township residents.  The CTAA will endeavor to teach the fundamentals of various sports and basic principles of teamwork and sportsmanship in a fun and enriching environment.  Children will be taught to compete, but not to win at all costs. 

III.            MEMBERSHIP.

            Any resident of Chesterfield Township is eligible to belong to the CTAA after being nominated and approved by the Board of Directors by a majority vote.

IV.            MANAGEMENT.

            The organization will be managed by a Board of Directors which will consist of a President, Vice President, Secretary, Treasurer and one At-Large Member.  All members will serve three (3) year terms.

V.            ELECTION OF BOARD.

            At a regular meeting in November, nominations will be taken for Board of Directors in years that a Board vacancy arises.  The election will take place at the regularly monthly meeting in December.  Members of the Board of Directors are elected for three (3) year terms beginning in January.  In the event that a Board vacancy occurs during the middle of a year, an election to fill such vacancy shall be held at the next regularly scheduled Board meeting or as soon thereafter as is practicable.  Board members elected mid-term shall be deemed to have commenced their three (3) year term at the beginning of the year in which they are seated.  To remain a member in good standing, Board Members must attend at least eight (8) regular meetings during the calendar year, not miss two (2) meetings in a row without an excuse, and notify the President when not able to attend a meeting.  Any member who does not comply with the above may be removed from the Board by the remaining Board Members.

VI.            MEETINGS.

            The meetings will be held the second Tuesday of every month at the Chesterfield Elementary School.  The meetings are open to the public and begin at 7:00 PM.  The standard agenda shall include the following items, subject to change at the Board’s discretion:

·         Approval of minutes from prior meeting;

·         Treasurer’s report;

·         Old business;

·         New business; and

·         Adjournment.

VII.            QUORUM.

            A quorum consists for a CTAA meeting if there are five (5) members in good standing in attendance, inclusive of Board members. 

VIII.            VOTING.

            Motions may be approved by a majority vote of members present at a CTAA meeting.

IX.            COACHES.

            All Head and Assistant Coaches shall be required to sign and comply with CTAA Coach Guidelines to be promulgated by the CTAA Board.  The CTAA Board shall select all coaches from the pool of available volunteers and retains the right to remove any coach who fails to abide by the Coach Guidelines or for other good reasons as determined in the sole discretion of the CTAA Board.  In selecting coaches, the CTAA Board shall consider the following factors, it being understood that no single factor shall be determinative (with the exception of required training/certification) and that the balancing of such factors shall rest in the sole discretion of the CTAA Board:

·         Rutgers S.A.F.E.T.Y certification and any other applicable certifications (e.g. Ripken);

·         Prior coaching experience, including compliance with CTAA Coach Guidelines;

·         Feedback received from parents in prior coaching evaluations and otherwise;

·         Knowledge, training and experience in the applicable sport;

·         Coach’s children playing at the applicable level;

·         Prior and/or current CTAA Board membership;

·         Attendance at NBIAA clinics held for the applicable sport; and

·         Any other factors deemed relevant by the CTAA Board.

X.            TOURNAMENTS.

            Any tournament or tournament coach must be approved by the Board.  The CTAA will sponsor one (1) tournament team per age group.  Tournament teams will consist of Chesterfield Township residents only (unless there are insufficient players willing to participate from Chesterfield) with a maximum of fifteen (15) players per team.

XI.            LEAGUE AFFILIATION.

            The CTAA shall participate in the Northern Burlington Instructional Athletic Association (NBIAA) and abide by its rules and regulations.  The then-current President of the CTAA shall serve on the NBIAA Board of Directors as the representative for the CTAA, with the CTAA Vice President serving as alternate.

XII.       DUTIES OF OFFICERS.    

            PRESIDENT – The President shall preside at all meetings of the association, preserve order therein, take the question on all motions made and seconded. 

            VICE PRESIDENT – The Vice President in the absence of the President, shall perform all the duties required by the President. 

            SECRETARY – The secretary shall attend all meetings, keep regular and correct minutes of the proceedings.  The Secretary shall keep a complete roll and monthly attendance of the members. 

            TREASURER – The Treasurer shall receive all monies, to pay all bills passed by the association, to keep a correct account of all receipts and disbursements.  The Treasurer will report at each meeting on the financial status of the association.

            MEMBER-AT-LARGE – The Member-at-Large shall perform such additional duties as the Board, in its discretion, deems appropriate to further the interests of the CTAA.

 

XIII.            PROGRAM COORDINATORS.

            The CTAA Board shall have the authority to delegate responsibility for the general administration of particular sports programs to Program Coordinators in the Board’s discretion.

XIV.            FINANCES.

            The CTAA Board shall have the authority to conduct fund-raising activities for the purpose of supporting CTAA activities and shall be responsible for establishing registration fees for participants in CTAA programs.  Disbursements must be approved by the Treasurer.  Checks must be signed by two (2) of the following three (3) officers:  President, Treasurer and/or Vice President. 

XV.            AMENDMENTS.

            The Constitution and By-Laws may be amended by a majority vote of the Board.
