February 25, 2009 

The Township Committee met on the above date at 7:00PM.  Mayor Hlubik and Mr. Kelly were present.  Notice of this meeting was properly given by filing written notice with the Clerk of Township and members of the governing body, posting notice on the bulletin board in the Township Municipal Building and publishing notice in the Burlington County Times on February 19, 2009. 

This is an informal meeting with the Steering Committee for the Bicycle and Pedestrian Plan to review the updated plan.  Gina DelVecchio of Michael Baker and Joe Powell of NJDOT presented the plan.  Gina updated the committee on the changes that were made after the first Steering Committee meeting and the amendments that have been made up to tonight’s meeting.   

A preliminary conceptual improvement map was distributed and discussed.  Denise Koetas-Dale asked about a loop from Chesterfield-Georgetown Road, down White Pine Road to Route 545.  Gina stated that Chesterfield-Georgetown Road is not a bicycle compatible roadway as it is not wide enough.  Since it was just recently paved, it does not appear that it will be widened in the near future.   

The committee reviewed the proposed pedestrian network and sidewalk recommendations. 

In reviewing the intersection recommendations, it was stated that the County is not planning any signalization for the intersection of Route 660/Route 677 and Margerum Road, so the crosswalk was placed to the north of the intersection where the visibility was the best.   

Matt Weismantel asked about Davenport Drive and the pedestrian bridge that will be built to the school.  Maybe the crosswalk should be moved further north at Davenport Drive to get the kids across to that pedestrian bridge.  Gina responded that the goal was an extension of the sidewalk from the Matzel and Mumford development around the corner to get residents to the recreation area.   

Mr. Kelly asked if the bike path on Route 677 could be moved to the other side of the roadway where the ditches have already been filled.  Gina responded that is was suggested on the west side because, when you get into Chesterfield, that’s the side of the roadway that you need to be one.  However, she will amend the report to include that as an option.   

Matt Weismantel suggested extending the sidewalk at the intersection of 677 and 528 to the area of the bank.  Mike Mazzoni added that, if you’re extending it to the bank, why not take it all the way to the intersection, for the Florist and the General Store.  Mayor Hlubik stated that adding these sidewalks will change the character of Chesterfield. If it could be a less obtrusive cinder path, that may be more acceptable.  Gina will cost it out with several different alternatives.   

Gina wrapped up the meeting by stating that she will be putting together three (3) separate implementation plans.  One plan for use with applications for Safe Routes to Schools grants, one plan for Township improvements and one plan for County improvements.   

Mike Mazzoni stated that he is still concerned with the crossing at Charlotte Rogers Park and feels that may need to be re-visited in the future when more kinds are using the area.  A pedestrian signal was discussed for that area.   

There will be no more Steering Committee meetings and any comments the Committee has should be forwarded to Gina, Joe or the Township Clerk.  A draft report will be forwarded to the Township for review.
